CD选项cooperate和前面的.strengthen平行，这里第一个助动词或不定式to不省略，后面的助动词或不定式要么都省略，要么都不省略。意思是基金会按照加强当地区域性农业市场和与政府合作办事，意思不通顺。
E选项排除，这里的意思是在与政府合作方面去提升，表达逻辑意思优先使用动词。
此外，access to，B和C正确。同时，B的to improve比C选项的for improvements逻辑意思更好。
本题选择B选项。
