如何看待官员“问责与复出”？

在这个“民意喷涌”的网络时代，对于“问题官员”的“问责与复出”往往处在“众目睽睽”之下，怎样在公正合理的前提下对出现问题的官员干部进行适当的惩戒，又该如何重新启用有能力有才华的公务员?“合情”与“合理”兼顾的标准需要我们仔细斟酌。

北京大学法学院副院长沈岿表示，问责官员的复出应该遵循以下基本原则：

一是依法。若复出规范化得以实现，那么，严格依照规则办理问责官员复出事宜是第一要义。否则，规范化就毫无价值可言。因此，也就需要对违法复出现象予以查究和追责;

二是理性。问责官员的复出与否，需视其一贯的品德和才能表现、在问责事件中的过错程度、对新岗位的胜任能力等情形而定。因人而异、因事而异，是制度理性的体现;

三是透明。问责官员复出的整个过程和重要环节皆应公之于众，主动接受人民的监督，以坦坦荡荡、光明磊落取代躲躲藏藏、偷偷摸摸，从而减少不必要的猜忌;

四是参与。对于问责官员是否适宜复出的问题，在政府主导制之下，应吸纳公众参与、民主评议，作为重要的考量因素。

理性清晰地认识官员问责机制、公开透明地贯彻执行，只有这样才能真正体现“惩前毖后、治病救人”的理念，践行“执政为民”的根本原则。
